Creating Administrative Role for the User Manager Service Account
To create the account:

Go to https://admin.google.com and click Account > Admin roles.

Click CREATE A NEW ROLE.

Name the new role and click CONTINUE.

Expand Users, select Read and click CONTINUE.

Review the privileges and click CREATE ROLE.

To assign the role to a user, go to https://admin.google.com and click Users, then click the user that you want to assign the role to.

Select Admin roles and privileges.

Click the Edit button, assign a role, and click Save.

Go to https://console.developers.google.com/ and click ENABLE APIS AND SERVICES. API Library will be open.

Search and enable Admin SDK and Google Drive APIs.
